Okay, that said it seems to me that webdav could replace a FTP server.

Why, I believe that, once learned, it’s just as easy to setup as FTP, adding users is easy, it runs with Apache, and can require a user security certificate when published externally – on the web – of course that could apply in an inner-office situation as well.

I’ve not perfected webdav by any means it’s simply setup and runs on my local Debian machine.The setting up webdav for multiple users can be found here.
